My name is John Cooper. John CooperFor 20 years I was Partner and Head of the Public Law & Regulation Team at the international law firm Gowling WLG (UK) LLP. I still work for the firm, as a consultant, in the role Of Counsel.

I’ve been practising in the field of public law for 30 years, and have extensive experience in bringing and defending judicial reviews, statutory appeals, human rights law, legislative drafting, and the design and operation of complex systems of government (especially economic) regulation, both in the UK and overseas.

I have a law degree from Oxford University, and I qualified as a barrister at the Inns of Court School of Law. In my early career, I practised at the Bar from chambers in Lincoln’s Inn, and then worked in-house as a member of the UK Government Legal Service. Subsequently I re-qualified as a solicitor and have spent the time since then in private practice.

This is my personal blog in which I write about developments in UK public law, as well as a range of regulatory, economic and constitutional issues that most interest me – not least in relation to regulated sectors that I know best, devolved government (or the lack of it) in England, and the unavoidable subject of Brexit.
